Jessie Mae Construction, was started in January 2014, as a result of Edwin J. People’s desire to provide quality workmanship, on-time completion and accurate installaion of all rebar projects under contract. Jessie Mae Construction starts with the plan specifications of the clients….developing, designing and installing rebar construction that meet plan specifications. Our goal is to deliver what is required in order to ensure a safe and lasting project.

Edwin J. Peoples has over 34 years of experience in construction and installing secure and safe rebar systems. We have the ability to address issues that may arise on our worksites and pride ourselves on our exceptional service. We have rebar supply relationships that allow us to provide accurate estimates and installation packages.


Edwin Peoples, a union construction worker with 35 years of experience in concrete reinforcement in a number of projects in Pennsylvania, Georgia, New York, Arizona, Nevada, and Ohio recently learned about two exciting business opportunities in which he could use his construction skills. Edwin learned that +2B Dollars will be spent in Western Pennsylvania alone as it relates to heavy highway work over the next (5) years. Legislation has recently been passed by the US congress to allocate funding for such heavy highway and infrastructure projects. Furthermore, the gas industry in the state of Pennsylvania is pursuing a major fracking undertaking in South Western Pennsylvania. The work in this fracking area alone is projected to last a duration of no less than (10) years. Edwin felt he had the technical expertise and experience to provide a superb concrete reinforcement service but he needed help to form his own construction company. He approached the Duquesne University SBDC asking for advice on how to do so. He worked with our consultant, Gonzalo Manchego, and developed a business plan to open and run a construction business. Although his main focus was to start his company as soon as possible, he decided also to submit his business plan to a Business Plan competition organized by Urban Innovation 21. Entrepreneurs in the Hill district were encouraged to participate, and Mr. Peoples being a long time resident of the Hill district thought that this was a great opportunity to receive feedback on his business plan and also to receive initial funding for his soon to be started company. The business plan competition also included a short presentation before a panel of independent judges. Mr. Peoples again sought help from his Duquesne SBDC consultant. The consultant assisted him in tweaking his business pitch. Mr. Peoples worked persistently and continuously in perfecting his business pitch until he felt his pitch reflected both: his personality and his business idea.


As a result of his efforts and the assistance received from Duquesne University SBDC, Mr. Peoples was selected as the winner of the 2014 Hill District business plan competition and received the top award, a $10,000 grant for the best business plan. Mr. Peoples was glad to receive the award and public recognition, Allegheny County executive Rich Fitzgerald attended the award ceremony, but he keeps working on achieving his goal of getting his company being actively involved in the highway and gas industries. Since then, Mr. Peoples has incorporated his company, Jessie Mae Peoples Construction LLC, and has begun his company MWDBE certification process.
